07/26/2011 08:51 N Broadway White Plains. Accident Leave the Scene. Caller reports a hit/run PDMVA near listed location. A/O reports vehicle involved, and that it sustained heavy rear end damage as a result of this incident. PO reports that the other involved vehicle is a white, older model Ford F-150 pickup truck with an extended cab, with heavy front end damage. Vehicle was described as having a large chrome front bumper, and as operated by a M/W with no shirt. Vehicle was last seen N/B on North Broadway. Hotline was sent at 0902 hrs.Vehicle was removed by tow truck.
07/26/2011 11:13 SR-22/North Greenwich Rd Armonk. V&T General. Caller reports three bicyclists operating their bicycles in a hazardous manner in the area of incident location. PO responded and reports checking the area, and that he was unable to locate the involved bicycles.
07/26/2011 14:32 Hemlock Hollow Place Armonk. Complaint. Complainant reports that a white male is going door to door apparently attempting to sell food at location, and that he believes that the party does not have a permit to do so. Complainant stated that the party claimed to be from food service. PO responded and report checking the area for the described party, with negative results.
07/26/2011 16:32 North Broadway NWP. Suspicious Person. WCDPS reports activating the Kensico Dam response plan for two suspicious male parties inside the dam. WCDPS reports that their officers are out with two DEP officers at this time and the situation is under control, further units can proceed with caution. PO reports being out with officers in the plaza, and the situation is under control. PO reports that WCPD identified the persons involved and ascertained no suspicious activity taking place.
07/26/2011 20:08 Mill Ln Armonk. Utility Water. Caller reports that there is no water at her residence. Second caller from Windmill Road also reports same condition. Desk contacted North Castle Water & Sewer Department about the matter and he was en route to the area already, as he had received a call from his alarm company regarding same. Multiple calls were received on the situation and apparently the problem is due to a water main break in the area of Mill Lane. NCWSD was updated accordingly. 20:25:56 Lt. was advised of the matter. 20:28:01 Armonk FD Chief was advised was of the matter. 20:39:53 Callers state that there may be a collapse or potential collapse of the roadway at location, PO en route as well. 20:49:04 Lt. advises that the NCWSD is on location, no need for further police assistance at this time. 22:31:29 NCWSD called to advised that they have made initial repairs to stop the flow of water from the broken pipe and restore water to the majority of the area. They will have to make further repairs during the day tomorrow to fully resolve the matter. At this time the residences without water are from Windmill Road. NCWSD has made arrangements to make water available to the effected residents by providing a valve on a hydrant at the corner of Windmill Road and North Lake Road. NCWSD advised that effected residents with questions or further concerns may contact them.
07/27/2011 01:01 Byram Hill Road Armonk. Domestic Dispute. Complainant at NCPD desk to report an incident that occurred on 7/26/2011 at approximately 1130 hrs at Byram Hill Road. The complainant's mother, accompanied her son to the police station. Complainant reports while at his residence his step father became verbally abusive and also threatened him. They were advised to go to family court during business hours. Detailed witness deposition secured. DIR prepared. Photographs taken. 01:10:57 PO at Byram Hill Road and spoke with the step father regarding the earlier incident. The step father completed a witness deposition and willingly left the residence for the night.
07/27/2001 S Route 22 Armonk. Traffic Safety. PO from West County DPS reports that Route 120S is backed up onto Route 22 due to paving on Route 120S. PO reports traffic is down to one lane of travel on Route 120. Patrol units advised of condition. 09:26:07 PO reports speaking to a foreman at job location and they will try to rectify the traffic condition.
07/27/2011 09:20 Rockledge Road NWP. Information. Caller reports he believes he observes drug activity occurring on his street. He states that this activity occurs during the week both daytime and evening hours. Caller states that he frequently sees two vehicles driving in opposite directions, stop in the roadway and appear to hand something off to each other and then drive away. Caller did not have any vehicle information regarding same, but did say he believes occupants are African American descent. Caller requested additional patrols in the area during these hours. Patrol units advised.
07/27/2011 10:31 Main Street Armonk. Civil Complaint. Complainant reports that she still has one week left on her lease at incident location and the landlord has changed the locks to the premise. Complainant states that there are still items that belong to her that are left in the store and cannot gain access to same. Complainant states that she has called the landlord on 07/26 on three separate occasions and he has not returned her phone calls. Complainant wishes to make this a matter of record and she will advise her attorney of same to follow up.

Con Edison was contacted and they are aware of the situation. Officer reports Supervisor on the scene awaiting a crew. Con Edison crew reported on scene at 0918 hrs.
07/28/2011 07:38 School Street Armonk. Accident PDAA. Numerous callers report a pole with wires across the roadway. PO responded and report pole blocking Wampus Avenue. At 0750 hrs, Con-Edison notified. At 0754 hrs, supervisor notified. 08:23:35 PO responded to the above intersection where several units were already on scene. Pole was split about 3' off the base and the service wires to Wampus Ave. were still connected to the pole, but hanging over the roadway. PO responded to a construction site at Wampus School. According to the workers on scene, only one truck had left the area, from a company out of Hudson, NY. Dispatcher notified them that one of their trucks had struck a pole, and the driver should respond to headquarters. The operator stated that he did not know that he had struck anything. His right rear trailer was damaged, as well as wood was stuck in several rail straps.
07/28/2011 14:39 Maple Avenue Armonk. Accident PDAA. Caller reports that his vehicle was struck and damaged while it was parked unoccupied at listed location. Complainant stated to R. O. that he parked his vehicle in the rear parking lot at the above location. When he came back to his vehicle he noticed that vehicle # 2 had apparently struck his vehicle in the rear causing minor damage to his rear bumper. R. O. observed that vehicle # 2's bumper was still resting up against vehicle # 1. R. O. did observe minor damage to the rear bumper of vehicle # 1. R. O. was able to locate the owner of vehicle # 2 inside the recreation center. The owner of vehicle # 2 stated she did not realize that she struck vehicle # 1 in the rear bumper. R. O. pointed out to her that the vehicles bumpers were touching and she observed the damage to vehicle # 1.

07/28/2011 19:37 Washington Ave NWP. Larceny. Caller states he has had money taken from his bedroom. Possibly by a juvenile friend of his 14-year old son. RO responded to the scene and spoke with the complainant. He had stated that his son had invited three of his friends over last Friday, July 15, 2011 and when he returned home at approximately 10PM he had noticed that $55 USC was missing from his bedroom. Juvenile #1 was seen in his bedroom at approximately 3PM that date. Complainant's son was told not to let these friends in the house. This date the complainant's son let those three friends in the house again and $195 USC was discovered missing at approximately 6PM. Complainant wishes to file formal charges regarding the missing monies. Deposition secured. Case forwarded to youth officer.
07/29/2011 12:25 SR 128 & Maple Ave Armonk. Accident PIAA. Caller reports that he is a NYS DOT worker and that he is performing repair and maintenance on the traffic light at location with a partner. Caller stated that the partner got into the truck's bucket lift to perform the repair and was struck by a box truck. 13:01:03 PO reports one party involved suffered a minor laceration to a finger but refused medical attention. The box truck struck the bottom of the bucket lift of the DOT truck, causing minimal damage to either vehicle. The man sustained a small laceration to his left hand, specifically on his left ring finger. He refused medical attention on scene.

Party reports a bank robbery where no weapon was displayed at SR 1 (Boston Post Rd) and Mamaroneck Ave. Suspect is a male white wearing a black shirt and a black baseball hat. Appeared to be in his 20's. Fled on foot e/b on Boston Post Rd. All units advised.

07/30/2011 13:14 Whippoorwill Rd East Armonk. Trees/Limbs. Caller reports a tree down blocking the roadway. PO reports tree down on wires, poles 18 and 19 involved. Sergeant reports that the road will be shut down with barricades. 13:23:34-Con Edison notified and 14:55:01 - Con Edison on scene. Con Edison crew subsequently left and will return when tree crew arrives.
07/30/2011 13:40 9 Davis Dr Armonk. Animal Complaint. Caller reports a coyote on her property for an extended period of time. PO responded and reports that he was unable to locate the animal, and that apparently the coyote entered the woods prior to his arrival.
07/30/2011 16:13 Cobblers Ln Ph Armonk. Animal Complaint. Party dialed 911 to report his cat is lost. He was advised to call the non emergency number. Party called on the non emergency line and reports his yellow, black and white tabby named Henry is missing from the residence. Animal has tags with name and address on it.

07/30/2011 9:52 Byram Lake Rd Armonk. Youth Complaint. Caller reports that their department has received a report that a group of youths have a bonfire going in the Byram Lake area. Sgt was unable to provide exact location but believes it to be near the town line and he is sending a Bedford unit to check the area as well. PO responded and reports he has located several youths on the watershed property. Matter adjusted.
07/30/2011 20:19 Byram Lake Armonk Police Information Mt Kisco PD reports they have received a report from caller that there are three youths out on Byram Lake in boat and he believes the boat does not belong to them. PO reports he spoke with the reporter. Parties left the area prior to arrival.
07/31/2011 07:32 1 Pond Ln Armonk. Utility Water. Received three separate calls for parties in Windmill without water. Houses affected are complainant's location, Mill Lane, and Hardscrabble Circle. NC Water Department contacted and will respond. 08:12:10 NC W & S reports he is assembling a crew at this time and has had to shut off water servicer service in several areas of the Windmill section of Town. He reports that late this afternoon service should be restored to the affected areas.

PO responded and reports he located the incident location and advised the homeowner of the town ordinance regarding construction activities on Sunday. PO reports work has been stopped for the day.

07/31/2011 15:38 Hickory Kingdom Rd Bedford. Property Damaged. Caller reports an unknown person(s) damaged her mailbox and stone wall in front of her residence sometime between Thursday July 28 and today. 15:49:12 "On listed date and time I responded to a report of property damaged at listed location. Upon arrival I met with listed complainants who stated they arrived home this day, at approximately 3:30 PM, to discover their mailbox, its post and a small portion of their properties stone wall had been damaged. Complainants further stated they went on vacation on and when they returned they found the above mentioned items damaged. They looked through the mailbox and found delivered mail inside, from yesterday, so the damage must have occurred between sometime on 7/30/11 and today. It appeared that the mailbox and wall have been struck by a vehicle, based on the damage. Complainants stated they wanted this incident to be documented as a matter of record, at this time.

PO responded and reports locating said tree branch, but no fire/sparking condition. PO further reports that pole involved is W4, and that a transformer is involved and that a power outage has occurred due this incident. Con Edison notified of same.
07/31/2011 19:36 Schultz Way Armonk. Fire General. Caller reports that the gas line connected to her BBQ grill has caught on fire, then burned out shortly afterwards. Caller further stated that she is uncertain if the main gas flow is currently on or off, and that she is concerned about it. Call transferred to 60-control. PO reports that the fire was extinguished prior to his arrival, and that the FD checked the gas line and determined it to be okay.

PO reports upon entering the grounds he observed two subjects flee on foot from the area of the club house into the woods towards Upland Lane. Sergeant requested a key holder respond to the incident location. PO reports vehicle parked in front of Maple Way. 00:45:05 PO reports being out with a subject at the building. Subsequently, a second subject was located. 01:21 PO reports one party under arrest. PO requests duty tow for vehicle which is parked on scene. 01:26:00 PO reports transporting one male subject to Headquarters. Duty tow removed the involved vehicle.

Sprinkler Systems
Posted: March 16, 2011 Residential sprinkler systems can save lives and control damage in case of a fire. But is a local law requiring the installation of sprinklers in all new residential and commercial buildings necessary?
Two sides of the argument were represented during the March 9 meeting of North Castle Town Board. Armonk's First Assistant Fire Chief, Luci Labriola, says sprinkler systems provide added protection by decreasing a fire's temperature, which can decrease damage. She also says a sprinkler system is more reliable than a smoke detector, which relies on batteries.
Matthew Manfredi, a member of and past Fire Chief of the North White Plains Fire Department, says "you don't know what it is like to be a firefighter in a real life situation." Manfredi says a study in suburban Prince Georges County, Maryland, where sprinkler systems are required by law, revealed the benefits of sprinkler systems. There have been no deaths by fire after the ordinance for over 15 years. The study also showed a decline in property from fire-related incidents.
Manfredi said several years ago a fire claimed the lives of a North White Plains couple while they were sleeping. If one such tragedy could be prevented by a sprinkler system, why not mandate it?
The cost seems to be main reason that several residents and developers argued against a local law that would require sprinkler systems in new homes. Roofing supplier and Armonk resident Frank Benish said the added cost of building a new home in North Castle with the required sprinkler systems could be more than $25,000 for a 5,000 square foot home. In addition, many homes are on wells and have their own water system. Benish says that the standard storage capacity and pumps for a sprinkler operation are insufficient in homes that rely on well water. In most of North Castle's homes, Benish estimates, the design cost and the installation of the additional required equipment could be $5 to $6 per square foot.
Tony Futia, Superintendent of the Water and Sewer Departments and a resident of North White Plains, was a volunteer firefighter for ten years. He said smoke alarms save lives and are sufficient fire warnings.
But as Assistant Chief Labriola asks, what happens when the smoke detector doesn't work? This happened recently during a fire on Greenway Road in Armonk. Someone passing by called the fire department while the family was in the house downstairs. The family was unaware of the fire upstairs. While no one was harmed, the house was destroyed. Perhaps a sprinkler system could have contained that fire.
Developer and resident Bob Greene said he was opposed to the law because "we're going to make developing more difficult." He feels the county and state fire codes are sufficient.
Longtime Armonk resident, fireman, and former Fire Chief and Commissioner John Heimerdinger said that since the building codes of new construction have changed, homes today burn much faster then they used to. And since the number of firefighters in the U.S. has declined from 120,000 to 90,000, the average response time to a fire has increased to 11 minutes. "Fires can get away quickly," he says. Heimerdinger adds that if a smoke alarm's batteries are not changed, the alarms are not dependable. He believes sprinkler systems are foolproof, and when a home costs $750,000 to $1 million, a $25,000 fire system doesn't seem like a lot of money to save lives and protect firefighters.
Rachel Newhouse, representing the Builders Association of the Hudson Valley, said the current building code adequately protects the health and safety of residents. Since 1995, smoke alarms have been required in New York. Newhouse says as long as residents change the batteries when they change the clocks, smoke alarms save lives. She estimates the cost of a fire sprinkler's installation in a home with a well could be $18,000 to $20,000, plus the cost of maintenance. She also points out that many insurance companies put the responsibility of faulty sprinklers on the manufacturer, but if the homeowner hasn't kept up the maintenance, the manufacture may say that its warranty doesn't apply.
Both sides make good points. The Town Board had approved a mandate for sprinkler systems in new construction last year, but New York State rejected the local mandate on a technicality. The Town Board will now reconsider the topic.
